Rozdział analizuje presję migracyjną na granicy polsko-białoruskiej jako element
zagrożeń hybrydowych oraz jej konsekwencje dla zdrowia publicznego. Celem
opracowania jest identyfikacja i jakościowa analiza ryzyk epidemiologicznych
i systemowych generowanych przez wymuszoną migrację w kontekście bezpieczeństwa
wewnętrznego państwa. Badanie oparto na jakościowej analizie danych statystycznych
Straży Granicznej z lat 2021-2024 oraz raportów Światowej Organizacji
Zdrowia dotyczących profilu epidemiologicznego państw pochodzenia migrantów Wyniki wskazują, że presja migracyjna generuje istotne ryzyka epidemiologiczne,
w szczególności związane z chorobami zakaźnymi o znaczeniu globalnym, oraz ryzyka
systemowe wpływające na funkcjonowanie struktur ochrony zdrowia i nadzoru
sanitarno-epidemiologicznego. Rozdział podkreśla potrzebę uwzględniania zdrowia
publicznego jako integralnego elementu analiz zagrożeń hybrydowych.
The article analyses migratory pressure on the Polish-Belarusian border as a component of hybrid threats and its implications for public health. The aim of the study is to identify and qualitatively assess the epidemiological and systemic risks arising from forced migration in the context of internal security. The research is based on a qualitative analysis of Polish Border Guard data from 2021-2024 and World Health Organisation reports on the epidemiological profiles of migrants’ countries of origin. The findings indicate that migratory pressure generates significant epidemiological risks related to globally relevant infectious diseases, as well as systemic risks affecting the functioning of public health and sanitary surveillance systems. The article highlights the need to incorporate public health considerations into analyses of hybrid threats.
