Współpraca służb mundurowych i instytucji państwowych w zapewnianiu bezpieczeństwa granicy państwowej Rzeczypospolitej Polskiej – analiza opinii ekspertów.

Abstract

Celem rozdziału jest analiza współpracy służb mundurowych i instytucji państwowych w systemie ochrony granicy państwowej Rzeczypospolitej Polskiej w kontekście współczesnych zagrożeń transgranicznych. Na podstawie przeprowadzonych badań empirycznych, obejmujących sondaż diagnostyczny, indywidualne wywiady pogłębione oraz analizę dokumentów, zidentyfikowano kluczowe czynniki determinujące efektywność współpracy instytucjonalnej. Wyniki wskazują, że skuteczna koordynacja działań Straży Granicznej, Służby Celno-Skarbowej, Policji, Sił Zbrojnych RP oraz inspekcji granicznych (IW, PIS, PIORiN, IJHARS) jest niezbędna dla zapewnienia bezpieczeństwa granicy państwowej oraz przeciwdziałania zagrożeniom o charakterze migracyjnym, przestępczym, sanitarnym i hybrydowym.

The aim of the chapter is to analyze the cooperation between uniformed services and state institutions within the system of protecting the state border of the Republic of Poland in the context of contemporary cross-border threats. Based on empirical research, including a diagnostic survey, in-depth individual interviews, and document analysis, key factors determining the effectiveness of institutional cooperation were identified. The results indicate that effective coordination of activities between the Border Guard, Customs and Tax Service, Police, Armed Forces of the Republic of Poland, and border inspection services (Veterinary, Sanitary, Phytosanitary, and Agricultural Quality Inspections) is essential to ensuring border security and counteracting migratory, criminal, sanitary, and hybrid threats.
