Rola Wojsk Obrony Terytorialnej w ochronie granicy państwowej w warunkach kryzysu migracyjnego – ujęcie systemowe i praktyczne / The Role of the Territorial Defence Forces in Protecting the National Border During a Migration Crisis – A Systemic and Practical Perspective

Abstract

Rozdział analizuje rolę Wojsk Obrony Terytorialnej (WOT) w systemie bezpieczeństwa narodowego Rzeczypospolitej Polskiej, ze szczególnym uwzględnieniem ich zadań w ochronie wschodniej granicy państwowej w warunkach zagrożeń hybrydowych i kryzysów migracyjnych. Celem rozdziału jest ukazanie miejsca i znaczenia WOT jako komponentu wspierającego zarówno podsystem obronny, jak i system bezpieczeństwa wewnętrznego, a także ocena ich praktycznego wkładu w zwiększanie odporności państwa na działania destabilizacyjne o charakterze pozamilitarnym i asymetrycznym. Główny problem badawczy sformułowano: w jakim stopniu obecny model funkcjonowania Wojsk Obrony Terytorialnej oparty na terytorialnym rozmieszczeniu, lokalnym zakorzenieniu oraz ścisłej współpracy z innymi służbami wpływa na skuteczność ochrony wschodniej granicy RP w warunkach presji migracyjnej i działań hybrydowych? W ramach analizy postawiono hipotezę badawczą, zgodnie z którą stała obecność WOT w Stałych Rejonach Odpowiedzialności, połączona z interoperacyjnością ze Strażą Graniczną i innymi służbami, istotnie zwiększa zdolność państwa do szybkiego reagowania na zagrożenia oraz ogranicza skutki prób destabilizacji bezpieczeństwa granicy. Badania przeprowadzono z wykorzystaniem metod jakościowych i ilościowych, obejmujących analizę aktów normatywnych regulujących funkcjonowanie Wojsk Obrony Terytorialnej, analizę danych statystycznych Komendy Głównej Straży Granicznej dotyczących nielegalnych przekroczeń granicy w latach 2021-2024, a także krytyczną analizę literatury przedmiotu z zakresu bezpieczeństwa narodowego, obrony terytorialnej i zagrożeń hybrydowych. Zastosowano również metodę analityczno-syntetyczną, pozwalającą na ujęcie WOT jako elementu zintegrowanego systemu reagowania kryzysowego. Przeprowadzona analiza prowadzi do wniosku, że Wojska Obrony Terytorialnej stanowią istotny czynnik wzmacniający odporność państwa na zagrożenia hybrydowe, zwłaszcza w obszarze ochrony granicy państwowej. Zaangażowanie w działania wspierające Straż Graniczną, elastyczność operacyjna oraz zdolność do szybkiego rozwinięcia sił w terenie przyczyniają się do zwiększenia skuteczności ochrony granicy i stabilności bezpieczeństwa wewnętrznego. Rozdział potwierdza zasadność dalszego rozwoju WOT jako trwałego filaru systemu bezpieczeństwa narodowego Polski.

The chapter analyses the role of the Territorial Defence Forces in the national security system of the Republic of Poland, with particular emphasis on their tasks in protecting the eastern state border amid hybrid threats and migration crises. The aim of the chapter is to show the place and importance of the Territorial Defence Forces as a component supporting both the defence subsystem and the internal security system, and to assess their practical contribution to increasing the state’s resilience against destabilising, non-military, asymmetric activities. The main research problem was formulated: to what extent does the current model of the Territorial Defence Forces, based on territorial deployment, local roots, and close cooperation with other services, affect the effectiveness of the protection of the eastern border of the Republic of Poland in the conditions of migratory pressure and hybrid activities? As part of the analysis, a research hypothesis was put forward, according to which the permanent presence of the Territorial Defence Forces in the Permanent Areas of Responsibility, combined with interoperability with the Border Guard and other services, significantly increases the state’s ability to respond quickly to threats and reduces the effects of attempts to destabilise border security. The research was carried out using qualitative and quantitative methods, including the analysis of normative acts regulating the functioning of the Territorial Defence Forces, the analysis of statistical data of the Border Guard Headquarters on illegal border crossings in the years 2021-2024, as well as a critical analysis of the literature on the subject in the field of national security, territorial defence and hybrid threats. An analyticalsynthetic method was also used, allowing for the recognition of WOT as an element of an integrated crisis response system. The analysis concludes that the Territorial Defence Forces are an important factor in strengthening the country’s resilience to hybrid threats, especially in state border protection. Their commitment to supporting the Border Guard, operational flexibility, and ability to rapidly deploy ground forces enhance the effectiveness of border protection and the stability of internal security. The chapter confirms the legitimacy of further development of the Territorial Defence Forces as a permanent pillar of Poland’s national security system.
