Streszczenie
Celem rozdziału jest analiza instytucji oraz mechanizmów reagowania kryzysowego
UE, a także ocena ich znaczenia dla wzmacniania zdolności państw członkowskich
do przeciwdziałania sytuacjom kryzysowym. Rozdział podejmuje problem
roli zarządzania kryzysowego Unii Europejskiej w systemie bezpieczeństwa
europejskiego w kontekście współczesnych zagrożeń o charakterze transgranicznym.
Przedstawiono rozwój unijnego systemu reagowania kryzysowego, w tym
funkcjonowanie Unijnego Mechanizmu Ochrony Ludności, Centrum Koordynacji Reagowania Kryzysowego oraz Zintegrowanego Mechanizmu Reagowania Kryzysowego.
Analiza została uzupełniona o przykłady wykorzystania tych instrumentów
w sytuacjach kryzysowych ostatnich lat, takich jak pandemia COVID-19, katastrofy
naturalne oraz wojna w Ukrainie. Problem badawczy sformułowano: jaką rolę pełni
system zarządzania kryzysowego UE w kształtowaniu bezpieczeństwa w Europie?
W badaniach zastosowano analizę instytucjonalno-prawną, analizę dokumentów
strategicznych Unii Europejskiej, analizę literatury przedmiotu oraz metodę studium
przypadku. Wyniki wskazują, że system zarządzania kryzysowego UE stanowi istotny
element bezpieczeństwa europejskiego, zwiększając zdolność państw członkowskich
do skoordynowanego reagowania na zagrożenia o charakterze ponadnarodowym
oraz wzmacniając odporność europejskiej architektury bezpieczeństwa.
The article examines the role of the European Union’s crisis management system within the broader framework of European security, in the context of contemporary transnational threats. The aim of the study is to analyse the institutions and mechanisms of EU crisis response and to assess their significance for strengthening Member States’ ability to respond to crisis situations. The paper discusses the development of the EU crisis response system, including the functioning of the Union Civil Protection Mechanism, the Emergency Response Coordination Centre, and the Integrated Political Crisis Response arrangements. The analysis is complemented by selected case studies of recent crises, including the COVID-19 pandemic, natural disasters, and the war in Ukraine. The research is based on institutional and legal analysis, examination of EU strategic documents, literature review, and the case study method. The findings indicate that the EU crisis management system constitutes an important component of European security, enhancing coordinated response capabilities and strengthening the resilience of the European security architecture.
