Abstract

Według definicji zaproponowanej przez Komisję Europejską terroryzm to „wszelkie celowe akty popełnione przez pojedyncze osoby lub organizacje przeciw jednemu, lub kilku państwom, ich instytucjom lub ludności, w celu zastraszania oraz poważnego osłabienia lub zniszczenia struktury politycznej, gospodarczej i społecznej kraju”. W przeszłości zjawisko to miało najczęściej zasięg lokalny bądź regionalny, współcześnie urosło do globalnego problemu. Terroryzm jest jednym z największych zagrożeń współczesnego świata, a poziom zagrożenia terroryzmem może wzrastać. Postęp technologiczny wykorzystywany jako narzędzie, nowe metody i formy działań oraz stosowane środki powodują, że terroryzm staje się zagrożeniem o charakterze ogólnoświatowym. Podmioty odpowiadające za bezpieczeństwo muszą być przygotowane na te zmiany, rozwijać możliwości w zakresie zdobywania informacji, doskonalić procedury reagowania kryzysowego na wypadek ataku terrorystycznego. W Polsce, zdaniem ekspertów, poziom zagrożenia atakami terrorystycznymi nie jest wysoki, jednak nie można go bagatelizować.

According to the definition proposed by the European Commission, terrorism is “any deliberate act committed by individuals or organizations against one or more States, their institutions or populations, in order to intimidate, seriously weaken or destroy the political, economic and social structure of the country”. In the past, this phenomenon was most often local or regional, but today it has grown into a global problem. Terrorism is one of the greatest threats to the modern world, and the level of the threat of terrorism may increase. Technological progress used as a tool, new methods and forms of action and the means used mean that terrorism is becoming a global threat. Entities responsible for security must be prepared for these changes, develop capabilities in the area of obtaining information, and improve crisis response procedures in the event of a terrorist attack. In Poland, according to experts, the level of threat from terrorist attacks is not high, but it cannot be underestimated.
