Streszczenie
Celem rozdziału jest analiza wpływu zatrudniania cudzoziemców spoza Unii Europejskiej
na bezpieczeństwo społeczno-gospodarcze Polski, ze szczególnym
uwzględnieniem ostatnich pięciu lat. Problem badawczy sformułowano: W jakim
stopniu zatrudnianie cudzoziemców spoza Unii Europejskiej wpływa na bezpieczeństwo
społeczno-gospodarcze Polski? W ramach problemu głównego postawiono
następujące pytanie szczegółowe: Jakie szanse (korzyści) oraz zagrożenia
(koszty i ryzyka) dla gospodarki narodowej wiążą się z rosnącym udziałem imigrantów
zarobkowych z krajów trzecich na polskim rynku pracy? Hipoteza badawcza
zakłada, iż zatrudnianie cudzoziemców spoza Unii Europejskiej w Polsce w ujęciu
makroekonomicznym wzmacnia bezpieczeństwo społeczno-gospodarcze państwa
poprzez łagodzenie niedoborów siły roboczej, wspieranie wzrostu gospodarczego oraz stabilizację systemu finansów publicznych, jednak przy braku spójnej polityki
migracyjnej i skutecznych mechanizmów integracyjnych może generować zagrożenia
społeczne i instytucjonalne, ograniczające długofalowe korzyści tego procesu.
Wykorzystano metodę analizy literatury przedmiotu oraz danych empirycznych (statystyki
GUS, ZUS, raporty badawcze) z lat 2019-2023. Przeprowadzono przegląd
literatury w dziedzinie nauk o bezpieczeństwie i ekonomii, a także analizę danych
statystycznych dotyczących zatrudnienia cudzoziemców w Polsce. Wyniki mogą
służyć decydentom politycznym oraz instytucjom rynku pracy do opracowania
zrównoważonych strategii migracyjnych, które maksymalizują pozytywne efekty
ekonomiczne migracji zarobkowej, jednocześnie minimalizując potencjalne zagrożenia
dla stabilności społeczno-ekonomicznej. Wnioski płynące z badań podkreślają
potrzebę efektywnego zarządzania migracjami zarobkowymi poprzez usprawnienie
procedur legalizacji pracy, działania na rzecz integracji cudzoziemców oraz wzmocnienie
nadzoru nad rynkiem pracy, tak aby zatrudnianie cudzoziemców przekładało
się na trwałe wzmocnienie bezpieczeństwa społeczno-gospodarczego kraju.
The aim of the chapter is to analyse the impact of employing foreigners from outside the European Union on Poland’s socio-economic security, with particular emphasis on the last five years. The research problem is formulated: what opportunities (benefits) and threats (costs and risks) for the national economy are associated with the growing share of economic immigrants from third countries on the Polish labour market? The research problem was formulated: To what extent does employing foreigners from outside the European Union affect the socio-economic security of the Polish? The research hypothesis assumes that employing foreigners from outside the European Union in Poland in macroeconomic terms strengthens the socio-economic security of the country by mitigating labour shortages, supporting economic growth and stabilising the public finance system, but in the absence of a coherent migration policy and effective integration mechanisms, it may generate social and institutional threats, limiting the long-term benefits of this process. The analysis of the literature on the subject and of empirical data (statistics from the Central Statistical Office, the Social Insurance Institution, and research reports) from 2019 to 2023 was used. A review of the literature in the fields of security sciences and economics was conducted, along with an analysis of statistical data on the employment of foreigners in Poland. The results can be used by policymakers and labour market institutions to develop sustainable migration strategies that maximise the positive economic effects of labour migration while minimising potential risks to socio-economic stability. The research concludes that effective management of labour migration requires improving procedures for legalising work, promoting the integration of foreigners, and strengthening labour market supervision, so that the employment of foreigners contributes to a permanent strengthening of the country’s socio-economic security.
