Streszczenie
Celem rozdziału jest przedstawienie istoty oraz charakterystyki zagrożeń asymetrycznych
we współczesnym środowisku bezpieczeństwa, a także wskazanie ich
głównych form, podmiotów sprawczych oraz sposobów przeciwdziałania. Problem
badawczy sformułowano: w jaki sposób zagrożenia asymetryczne wpływają
na współczesny system bezpieczeństwa państw oraz jakie czynniki determinują ich
rosnące znaczenie w środowisku międzynarodowym? Przyjęto hipotezę, że zagrożenia
asymetryczne, ze względu na swoją nieprzewidywalność, elastyczność organizacyjną
podmiotów je generujących oraz wykorzystywanie dysproporcji potencjałów, stanowią jedno z kluczowych wyzwań dla bezpieczeństwa państw i wymagają
stosowania niestandardowych metod przeciwdziałania. W rozdziale zastosowano
metody badawcze właściwe dla nauk o bezpieczeństwie, w szczególności analizę
literatury przedmiotu, analizę porównawczą oraz metodę analizy systemowej, pozwalające
na identyfikację typów zagrożeń asymetrycznych, ich uwarunkowań oraz
konsekwencji dla bezpieczeństwa narodowego i międzynarodowego. Główny wniosek
wskazuje, że współczesne środowisko bezpieczeństwa charakteryzuje się rosnącą
rolą aktorów niepaństwowych oraz niestandardowych form oddziaływania, które
mogą generować skutki nieproporcjonalne do posiadanego potencjału, co wymusza
redefinicję dotychczasowych modeli reagowania i rozwój kompleksowych działań
asymetrycznych w wymiarze militarnym, policyjnym i politycznym.
The aim of the chapter is to present the essence and characteristics of asymmetric threats in the modern security environment, and to outline their main forms, causative agents, and countermeasures. The research problem is formulated as follows: how do asymmetric threats affect the modern security systems of states, and what factors determine their growing importance in the international environment? It has been hypothesised that asymmetric threats, due to their unpredictability, the organisational flexibility of entities that generate them, and the use of disparities in potential, pose key challenges for state security and require non-standard countermeasures. The chapter uses research methods specific to the security sciences, in particular the analysis of the literature on the subject, comparative analysis, and systemic analysis, allowing for the identification of types of asymmetric threats, their determinants, and their consequences for national and international security. The main conclusion indicates that the modern security environment is characterised by a growing role of non-state actors and non-standard forms of influence, which may generate effects disproportionate to their potential, forcing the redefinition of existing response models and the development of comprehensive asymmetric actions across the military, police and political dimensions.
